Project Manager/Reference Librarian
Essential Duties and Responsibilities: 
The successful candidate will lead a team of Librarians in providing support services to NLM Reference and Customer Service; responding to customer inquiries and providing users with quality health information, and sound technical advice. The candidate will enter records into the customer service help-desk software (provided by the client), answer telephone calls, and respond to e-mail, fax, postal mail, or other approved communication channels according to client’s triage policies and procedures. A variety of resources will be made available including, but not limited to, customer’s products/services and databases, publications, collections, online catalog etc.
Skills and Abilities Required: 
The Project Manager / Reference Librarian is required to have a Master’s degree in Library Science and should have at least six months experience within the last 3 years in managing projects and supervising staff. The PM/RL shall have demonstrated experience or course work in using Cognos, Siebel, and telephony or equivalent products to query databases and to generate standard or ad hoc reports. The PM/RL and other support staff shall have demonstrated experience or course work within the last 3 years in the following areas: • Knowledge and use of NLM databases (MedlinePlus, PubMed, LocatorPlus, NLM Catalog, etc.) products and services; • Knowledge or experience with medical reference and consumer health tools; • Ability to communicate clearly in writing using tact, plain language, and proper spelling and grammar; • Ability to communicate well and clearly enunciate on the telephone; • Knowledge of using Customer Service management software and telephony; • Knowledge of using PC computers running on a Windows network and standard suite of Microsoft products (Word, Outlook, Excel); and • Ability to teach or explain technical instructions to people with a variety of educational backgrounds.
Minimum Education and Experience Required: 
Required Qualifications: • Staff supervision experience • Master’s degree in library/information science from an ALA-accredited institution • Knowledge of standard library serials, cataloging and circulation control procedures demonstrated experience maintaining a taxonomy • Experience assisting library patrons with the use of online public access catalogs • Experience with the internet; experience processing inter-library loans; preferably Sirsi-Dynix • Ability to interface with customers • Work experience with U.S. Federal document collections • Experience in and/or practical working knowledge of library automation, personal computers (PC), and simple PC troubleshooting techniques • Work on a variety of assignments using MS Word, Excel, or other PC applications • Other assignments working with both para-professional and professional library staff • Three years demonstrated reference work experience in libraries is desired
